Dont you think that merit has not been followed in allocations? I know few of the allocated Additional AC's and their family background very well. For example, Mr. Aziz Ullah Jan is a son of a Police Officer, Mr. Riaz Khan, who is one among many KHAAS-O-KHAAS of ANP and I remember the days of their interviews when his father was almost daily visiting the commission office for his son( I used to visit the PCS office for collecting questions from candidates for my sister, who was among the written qualifiers).

Yesterday I read about your batch allocations/postings and was surprised to see a number of Additional AC's from the lower merit. Will you please share your views about it?
Can you please post here the said notification! (i.e. the notification regarding allocations/postings of recent PMS batch.)

Salam!
I think it has been very late to answer but in last one and half month i really did not find time to check my email account . Firstly i want to excuse that you have to wait for such a long period of time.

Now comes to your query. Aap se kis ne kaha hai k merit ko mad e nazar rakh k postings ki jayen gy, kaheen PMS rules mai is cheez ko mention kia gaya hai? Brother Jb PCS ( Sect) or PCS (Exe) ko merge kia gaya tha tu is ka maqsad sirf or sirf ye tha k on the basis of rotation Secretariat k log field mai serve karain gay or field waly kisi bhe time Secretariat mai bulay ja saktay hain. PMS rules mai ye kaheen bhe nhe likha k all the top 10 -15 people will become ACs and rest of the people as Section Officers. Aap PMS ki spirit ko samjhnay ki koshish karain, is ka maqsad sirf or sirf ye hee hai k dono groups postings ko enjoy kar sakain.

Secondly ab aatay hain aap k 2nd part question pai jis mai aap ne ne Kaha hai k Aziz Ullah Jan or Riaz Ahmad ne apnay political background ki waja se postings hasil ki hain. Honestly speaking, mujhy in k political background ka kuch pata nhe. Haan sirf itna janti hun k Aziz k father Police mai hain, lakin Riaz k baray mai mai kuch nhe janti.

Riaz ne hamaray sath join kia tha, jaisa k wo pahlay he IRS ma allocate ho chukay thay, he deffered traing in CSA,joined us, but rejoined CSA before the completion of PMS training, for what reasons, i really dont know. Itna ma janti hun k un ka allocation hamaray sath nhe hoa. aj kal bhe wo CSA mai hain, under training.

yahan sirf aik point mazeed clear hona chaye, field or Secretariat ki postings k baray mai hum log q itna conscious rahtay hain. Sirf perks and previleges hee hai naa jo aik posting ko zero or ak ko hero bna rhee hain. No doubt field mai aap ko sub kuch bhut pahlay mil jata hai, lakin secretariat mai aap ko sub kuch milnay mai time lagta hai. Aap bilkul bhe pessimist na hun, aap yahan aayen, jo bhe posting milay, us pai kam karain, apna aap manwain, ye sub kuch tu ahsta ahsta aap ko milta hee jay ga, dnt worry about postings.

I pray k aap aik bhut achee umeed k sath is field mai dakhil hun. best of luck brother.

My optional were:
History of Indo Pak
International Relation
Accounting & Auditing
Mercantile Law

Accounting & Auditing and Mercantile Law relates to my field of Business Administration, so i would not have to work hard on these subjects. History attracts me, besides it helped in preparation of Pakistan Affairs. International Relation supports preparation of Current Affairs.

Previously it was PCS Executive and PCS secretariat. But in PMS they have combined the PCS Executive and Secretariat as well as Excise and Taxation into one cadre as Provincial Management Services.

As regard to posting in this cadre, half of the candidates will be posted in field as DDO(R), DDO (J), TMO, officers in Public safety Commission, APA etc. while half of the participants of each batch will be posted in Secretariat as Section Officer, Section Officers will work under different ministries such as Section Officer (Law), Section Officer (Home and Tribal Affairs), Section Officer (establishment and administration), Section Officer (Finance), etc. They also select candidates as Excise and Taxation Officer on the basis of their preference. Female participants are mostly posted in Secretariat. Each officer has to work on his/her position for two years. After that they can be posted in any other place. There will be job rotation like Field Officers can be posted in Secretariat and vise versa. There is also internal job rotation in Secretariat. For Example if a person has been initially appointed as Section Officer in Finance Department, they he/she can be transferred to another department like Section Officer (home and Tribal Affairs)

You will have to wait for longer period of time as compared to Federal Government. For promotion in BPS 18, you will have to wait for more than 8 years. But sections Officers have now sued the government to make initial induction of all section officers in BPS 18 like lecturers of University. According to some authentic sources, the Punjab govt has take decision in favor of section Officers. So don’t worry, its very pleasant news for all aspirants who have some reservations regarding promotion.

The salary of those officers posted in Secretariat differs from those posted in field. All officers in Secretariat receive Secretariat allowance, big city allowance and some additional pay which is 30 % of the basic pay of BPS 17. They can avail the residence facility by the govt. All those officers who are posted as Section Officer in Planning and Development receive project allowance which is 45000-50000, in addition to pay.

So all aspirants work hard, as a very bright future is waiting for you.

If you have any query, you may ask.
Wish you good luck

Default subject selection

madam iffat I need your guidance regarding subject selection,

for css 2013 i had

geography
sociology
journalism
constitutional law
international relations

i am confused about the following subjects

constitutional law (low scoring i got to know later about it ,but i have almost covered it )
international relations (again low soring )

CAN
constitutional law(covered yet low scoring) + public administration (govt servant so a bit experience of it) be a good choice

OR
psychology (interesting ,doing it from scratch, medical sort of a thing but i am an engineer and naive in it ) ,would it help instead of constitutional law and IR

our PMS is to be held in may or june KPK,please give a thoughtful advise ,i am a bit confuse, should i change subjects for PMS as less time is there left but certainly i would change subjects for 2014 css .Kindly give advise considering both the exams
