Pms training 2012
I want to share my training experience for PMS 2013 aspirants.
After passing PMS 2011 our training was started on 27th May in Pakistan Provincial services Academy. On 27th May we arrived Peshawar. On 28th May inaugural ceremony was held by the Director General and staff of Academy. All the participants introduced themselves and gave an idea of their future expectation from training. (As DG said to all participants to give an idea of their expectation from the training course). After that we had high tea with DG. Then Deputy Director gave us briefing regarding the rules and regulations of the Academy such as dress code, mess timings, boarding and lodging facilities, recreational facilities in the academy etc. the important point in briefing was allocation of marks during our stay in academy . They distributed marks as: Discipline 150 Written Exam 700 Research paper and presentation 100 Book Review 50 Leadership Skills 50 Communication Skills 50 Mental Skills 50 Synopsis 25 Study Tour 25 Total Marks 1200 They imparted computer knowledge and skills in first two weeks of training and the proper lectures started. On the very first day they tried to make us punctual. So DD informed us about the timings and the penalty in case of late entry in auditorium. She said that for 15 minutes late comer there would be 5 marks deduction, for one absentee 10 marks deduction and for session absentee 2 marks deduction. Our working day start by the recitation of Holy Quran. Then two participants present “Thought of the Day” (all candidates are required to present in alphabetical order). Thought of the day may be on any topic which the participant deem important. On each day we have two sessions of two hours each. Sometime renowned bureaucrats are called to share their experience. Faculty members also delivered lectures, even Director General of our Academy taught us Public finance Management. We are different modules in academy such as: 1. Public Administration 2. Public Administration in Islam 3. Human Rights 4. Secretariat-Office Management 5. Financial Management and Planning 6. Development Economics 7. Project Management 8. Local Government 9. FATA administration 10. E.Government 11. Revenue Administration 12. Function English 13. Motor and vehicle laws 14. Special and local laws 15. Qanun e shahadat 16. Code of Civil Procedure The number of modules may increase as most of the modules are near completion CONTD…………………….. |

I will contribute each and every thing which i deem necessary for the aspirants. As for as the working structure of the academy is concerned, it has been divided into three special areas. 1. National Institute of Management (NIM) Its staff has the responsibility to train the Mid Career Management Officer through Mid Career Management Course (MCMC). 2. Pakistan Academy for rural development(PARD) 3. Pakistan Provincial Services Academy (PPSA). It gives pre service training to the officers of PMS. Academy provides different types of facilities to participants such as Hostel. library, IT centre,cafeteria,dispensary, security, mosque, sport complex,parking,bank/ATM, post office, utility store and laundry. All the participants can avail the hostel facilities of the academy except residents of Peshawar. All the participants pay their dues of lodging and mess. In our working days, we have two sessions of lectures, then from 20 to 40 research time. After the first month of training, they said all the participants to submit research topics for the research paper. All the participants submitted 3 topics for research to the administration. Then Administration used its discretionary power to allot any topic to the candidate. Such as I submitted 3 topics: 1. Social Stratification in developed Countries:USA,UK and Japan 2. Social Class System and its relation to Economic system 3. Terrorism They assigned to me 2nd one. It is individual research paper. every participant have to submit the 3 copies to his/her advisors. Each participant has to prepare the power point presentation of his/her research paper and present before the class. Apart from this every participant has to select one book for reading and write a review of that book. There is no presentation of book review. Sometime guest speaker divide the course material of module into different groups. Groups member prepare slides and take part in question answer session. we have different committees, deal with different issues such Course Review Committee, Advisory Council, and Mess Committee. all the participants have the opportunity to fully participate in these committees. After Eid . our batch was divided into different groups for the purpose of study tour. 1. Group A. Naran And Kaghan 2. Group B. Kashmir 3. Group C. Islamabad As I was in group C, so we have different meetings in Islamabad. 1. 1st day: Meeting with Vice Chancellor of Quaid E Azam University 2. 2nd day: Meeting with secretary establishment, Islamabad and second time with Chief Election Commissioner. 3. 3rd day: Meeting with IG police Islamabad, and visit to Lok Virsa 4. 4th day: Visit to muree and Nathia gali and meeting with Chairman Tourism department 5. 5th day: visit to Ayubia and meeting with Director General Galiyat Development Authority 6. 6th day: stay in Abbotabad After study tour, we were to write report on meeting and gave presentation in the class. DG said that they were also arranging local visit on weekly basis. Thanks

social class system and its relation to economic system
for research purpose and also for general discussion ,this topic is very useful and interesting as well.i will also share my contributions for this topic in future and i will be much thankful for u if u also share your research on this theme,as this thing has a lot of impact on our economic and social system.

Previously it was PCS Executive and PCS secretariat. But in PMS they have combined the PCS Executive and Secretariat as well as Excise and Taxation into one cadre as Provincial Management Services. As regard to posting in this cadre, half of the candidates will be posted in field as DDO(R), DDO (J), TMO, officers in Public safety Commission, APA etc. while half of the participants of each batch will be posted in Secretariat as Section Officer, Section Officers will work under different ministries such as Section Officer (Law), Section Officer (Home and Tribal Affairs), Section Officer (establishment and administration), Section Officer (Finance), etc. They also select candidates as Excise and Taxation Officer on the basis of their preference. Female participants are mostly posted in Secretariat. Each officer has to work on his/her position for two years. After that they can be posted in any other place. There will be job rotation like Field Officers can be posted in Secretariat and vise versa. There is also internal job rotation in Secretariat. For Example if a person has been initially appointed as Section Officer in Finance Department, they he/she can be transferred to another department like Section Officer (home and Tribal Affairs) You will have to wait for longer period of time as compared to Federal Government. For promotion in BPS 18, you will have to wait for more than 8 years. But sections Officers have now sued the government to make initial induction of all section officers in BPS 18 like lecturers of University. According to some authentic sources, the Punjab govt has take decision in favor of section Officers. So don’t worry, its very pleasant news for all aspirants who have some reservations regarding promotion. The salary of those officers posted in Secretariat differs from those posted in field. All officers in Secretariat receive Secretariat allowance, big city allowance and some additional pay which is 30 % of the basic pay of BPS 17. They can avail the residence facility by the govt. All those officers who are posted as Section Officer in Planning and Development receive project allowance which is 45000-50000, in addition to pay. So all aspirants work hard, as a very bright future is waiting for you. If you have any query, you may ask. Wish you good luck

@ Iffat:
Which group is generally considered superior? Secretariat or Field?
Moreover, Is there any criteria set by the Establishment deptt. to depute officers in these groups? Or participants are simply asked to opt for their preference? Furthermore, I wanna ask whether perks & privileges are given to the officers on completion of their training? or they are entitled for these, right from day One?

yes iffat, like hazara tiger,i also want to ask u the same type of question,that what r the immediate facilities and privileges which are provided on completion of pms training,and also plz tell in detail that how much is the difference of pay ,allowances,accommodation,transport facility, i mean car etc ,among the pms officers which join different groups.i mean is this a difference of only a few allowances consisting of some thousand rupees or is there a huge difference between an officer who becomes a field officer and the other one who joins the secretariat group.and is the govt provides a luxury i mean a type of better accommodation facility to the new pms officer or not and also what is the position of transportation facility and servants also.plz reply in detail.all these are just to discuss the different professions for the people to help them in proper selection.thanks

Now the establishment has discretionary power to post any participants anywhere either in field or secretariat. 68th batch was given the previlege to select group for themselves. But as for as our group is concerned, we have not yet been allocated. I think , i can give you more authentic answer after two months after completion of my training. Perks and previleges depend upon the posting. If he/she is posted as APA then he/she will be awarded residence in that particular area as well as some vehicle. But in other cases it may take some time to provide all those facilities.
