If you have availed none of your chances then go through it as it will tell you about your strengths and weaknesses and also you will get experience of attempting competitive examination. But if you have availed any chance before then do not take the risk and appear in the future examination.

Then you should appear in the exam. Do selective study as the time left is short. Prepare the top 10 US History questions. It is my subject as well so I know how to tackle with it.

I think you should appear in exam as next PMS will be after two years and waiting for two years is not an easy task.
Secondly, this exam will help you in preparation for next CSS exam as the pattern of PMS and CSS is almost similar.

If you are below 28 years of age, then there is no need but if you are above 28 then you should submit annex-B to claim age relaxation. Since i am under 28 so i didn't submit annex-B.

But fpsc asked me to submit annex-b with rest of the documents for a post whose written test i have recently cleared...i am below 28 and to me Annex-B is analogous to domicile and therefore i am in a fix whether sending domicile will suffice or not?

I told you the rules of CSS exam, as for as general recruitment is concerned i am also serving as federal govt employee ( and belong to FATA), selected through FPSC but i submitted only domicile along with other documents, so you can call fpsc regarding this issue, i think domicile will serve the purpose.

Well, i am not sure regarding the commencement of next PMS but you might know that the whole process of PMS ( from written exam to final result ) take at least one year, so we can't expect next PMS before end of 2014 OR start of 2015.
Written exam for last PMS held in January 2011, and now written exam for this PMS is in September 2013 which show us a gap of more than two and a half years.
