I have a query regarding NOC , please some body help me

My brother is in police Dept , he has applied for office Assistant in Police Dept serial no 44 but could not send NOC . Now will he be asked to submit Noc at the time of interview . As right now he cant get from Dept?

The test will contain MCQs based on English, Pakistan Studies, Islamyat, General Science and International Affairs.
