Khyber Pakhtunkhwa Public Service Commission PMS 2013 Exam Political Science Paper I Time Allowed: 3 hours Max Marks: 100 Note: attempt five questions in all, selecting at least TWO from each section. All questions carry equal marks. Section-A 1. Discuss in detail Plato’s influence on Farabi’s overall perception of Ideal State. 2. Make a comparative review of philosophies of Hobbes, Locke and Rousseau. 3. Critically evaluate Iqbal as a Muslim Political thinker. Is his idea of Pan Islamism a myth or reality? Illustrate Section-B 4. Sovereignty is a permanent component of the state system. Do you think that sovereignty of state concept is eroding in the modern age new world order of globalized interdependence”? Explain. 5. “Grass root democracy” perception is the essence of sovereignty. But in Pakistan this concept is often introduced by a military ruler. Identify the underlying rationale in it. 6. What are the methods of ascertaining public opinion? How the minority public opinion can be accommodated under the proportional representative system? 7. Why nations prefer the parliamentary form of government over the presidential? 8. Presumably, Islamic system was ideal for a Muslim society like Pakistan. Why this transformation could not be materialized in the country since 1947? |

Both of Political Science papers were extremely easy and straight forward without any mind twisting question in both papers rather simple analysis were only needed,

p.s : For 1st part of this question, i.e My approach was similar to research Methodology/Data Collection method, i.e We should: Have clear idea of statement of problem or Our Motive of Research Hypothesis then use of different tools Questionnaire, Interview, Observation etc Deduction Induction Analysis and then Final result and at the end wrote that analysis and final result should be free from bias, and it should be free from religious, sect, culture inclinations etc For the 2nd part i.e Quote:
1) By enhancing the number of seats for minorities e.g if total seats = 300 and minority seats =5 then we should increase the total number of seats triple time i.e total seats = 900 and for minorities = 15 2) If the legislative or executive decision is related to their interest/jurisdiction, then we should empower them and should try to accommodate their interests/demands in such type of decisions. 3) If the issue/problem is related to their constituency/area, then we should try to accommodate their opinion by fulfilling their demands and by adopting certain approach which may fulfill the interest of the minority in a best way. 4) By increasing the minority representative percentage e.g from 5% to 7 %. 5) By giving more powers in the legislative/executive matters and should try to take confidence of minority in such decisions. 6) By empowering them in indirect way by given special representation in the party positions. If they have positions in the party, then their voice will have more weight-age and in such a way public opinion of minority can be accommodated easily.
