Does third division candidates are passed candidates or failed candidates?
 
If they are regarded as a failed candidates then why do universities award them with degrees. On the other hand if they are regarded as a passed candidates, then why they are not allowed to apply for jobs and admissions. Because in every admission advertisement as well as job advertisement, it is always written that the candidate should be "At least second division" to apply for this job.

This is because, students are given a chance to pursue masters degree, and if they cope up with the drawbacks at bachelor's they aren't penalized.

Agreed . It's really a big issue. If boards and Universities declared as a successful candidate then why ahead the way for third division holders get closed. Even look at the policy of HEC they will not allow third division holders to apply for M.Phill or lectureship post. That is matter of concern for All third division degree holders. The concern authorities should look into the matter . If they did not allow them to do M.phil or other Job then why they declare them pass. Third division holders future seems bleak .
