Default HEC retrospective dual degree policy

HEC uncovered a policy on dual degree in Dec 2015. It was the question of many students studying in country but the answer was vague. It is written that it shall be applied from Fall Semester 2015, however at the end it was also given retrospective effect. Those who unintentionally did two degree in same sessions or years or with time clash(which varies from complete to partial) due to vagueness of policy earlier are penalized under this policy. There both degrees shall not be attested by HEC. What is the legal value of such genuine documents after this policy? Do these tantamount to be fake? Are persons who are govt servants or intending to become after this policy are at risk. Because it is the thing which can not be revoked, rectified while it can ruin somebody's life struggle. Or this policy applies to only going abroad.? Legal and academics Plz comment. What is the purpose of HEC attestation?
