Default Private university Vs Public sector university

Is it true that getting a degree from a private university is far easy than a public sector University. I only have experience with public university. I have heard that in Private Universities students answer sheets are checked and evaluated by their own class teachers. Moreover, the invigilation staff is from the same University. If these are true , then getting a degree from private university is just a legal form of purchasing a degree.
