Default Scope of Public Administration in Pakistan.

Do anyone know about the worth of having Master degree in PA?? If one get from quaid-e-azam university than further chances to be allocated somewhere?

MPA is equivalent to MBA. MPA has same scope that of MBA with little bit discriminatory treatment/jaundiced eye.
Private sector prefers MBA whereas Government sector prefers MPA.

I won't recommend you resignation from BPS-16 government job. Government job will benefit you in your future jobs in terms of Seniority, experience, age relaxation, and suitability etc. Try to approach your department for study leave.

If study leave is not sanctioned, you can accomplish your target in evening programs, executive programs to continue your job along with study.

But i beleive that if i do masters in PA from QAU, i can make bright future by doing mphil from foreign university. These feelings impel me to look otherwise. I have a passion for a subject. Study leave would be difficult as i am newly appointed

Nothing outweighs one's passion. If you have made up your mind then go for it and don't solicit opinions.

Job continuation doesn't restrict you from pursuing M.Phil or Ph.D programs but again passion has no excuses and rationale.

No idea

Self assessment is the best assessment.

Do you really expect me to diagnose the reason of your failure despite the fact you haven’t disclosed the topic of essay, outline and major features of your essay? Can't diagnose the reason of failure without going through your written essay.
There are multiple reasons of failure in essay ranging from wrong selection of topic to substandard ideas in a rightly selected topic.
Common blunders in essay:
1. Selecting a risky topic
2. Imbalanced essay
3. Factual blunders
4. Prejudiced, biased, and conspiracy theory loaded essay
5. Substandard language and immaturity in writing structure to the irritating level.
6. Incomplete essay without completing essential parts and without supplying reasonable conclusion.
7. Wrong direction in a right topic.

and so on

I mean does 33 marks ensure that one has sound writing expression and failed only beacause of some minor mistake??
