Default Difference between Ministry and Division

Can someone clarify the difference between Ministry and Division?

Ministry is run by a Minister and it is larger than Division. In a ministry there may be one or more than one Division. Division is sub office of the Ministry.

There is no clear-cut demarcation between ministry and department, but on the basis of uses of terms
ministry is a political entity department is a technical entity.
ministry is non permanent but departments are permanent.
ministry may or may not have departments under it but department is always under a Minister or full ministry.
ministry is more prone to public criticism for non achievement of goals but department is protected against public criticism as civil servants are not answerable to public but to political heads.

Ministerial appointments are usually political where is departmental appointments are based on merit and capability.
ministry usually enjoy higher status where is department is subordinate to ministry.
ministry is a staff organisation where is department is a line Organisation.
main function of ministry is to co-ordinate control and direct bureaucracy where is main function of department is to achieve specific goals set for them.

ministry is closer to the seat of power like Prime Minister or president whereas Department is not.
