Multiple GK questions

Dear members, answer the following question please:
1) What is the difference among petition, writ and reference? I usually hear these terms in news.

2) What is the role of state minister? Do both federal and state ministers share equal responsibilities and what does the constitution say about the state minister?

Thank You

Petition has a specific meaning in the legal profession as a request, directed to a court or administrative tribunal, seeking some sort of relief such as a court order. Petition can also be the title of a legal pleading that initiates a legal case.

Writ is a formal written order issued by a body with administrative or judicial jurisdiction; i-e a court.

In law, references are documents or people providing witness to character.

Minister of State is a title borne by politicians or officials in certain countries governed under a parliamentary system. In some countries a "minister of state" is a junior minister, who is assigned to assist a specific cabinet minister. In other countries a "minister of state" is a holder of a more senior position, such as a cabinet minister or even a head of government.

What i think responsibilities for both minister are not same....:nono
