Assassy means assets. Everything that is owned by a person or any co. If talking about National assets then it means the assets owned by Pakistan.

Having seen your sentence i apprehend you are talking about the stretagic assets that may include weapons armoury etc.
Now a days its a hot topic that Nuclear weapons are endanger by the forces taliban or foriegn countries.
By the "Mehfooz hath", whoever gave the statement must meant Pakistan Army.

preservation of its adminitrative structure and functioning
To keep its stock exchange at bullish rate

Asassay = Assets. The assets you hear about in the news means stretagic assets in particular.
Mehfooz hath = the govt or army.
