Islam Invite to the Way of your Lord with wisdom and fair preaching, and argue with them in a way that is better. Truly, your Lord knows best who has gone astray from His Path, and He is the Best Aware of those who are guided." Holy Qur'an 16:125

Niyat means your intention, motive.. this is something which you think or plan in your mind. Nope shetani khayal aana is not niyat it s waswasa(harmful misgivings, satans whispers. Shetani khayal lana is niyat. waswasay mind mein aayn to unka gunah bhi nae hy. To avoid waswasa do Astaghfar.

Niyat means intention behind some thing. ksi kaam k peechay chupa irada ya khyal. good intention( achi neyat) bears reward (sawab) but unintentional bad thoughts don,t bear any sort of sin (gunnah), intentional bad niyat is sin.
Intention of a believer is better than its acts.(Hadith)

You must have heard actions are judged by intentions.
Intention is your willingness to do something and shaitani khiyal are was wasa which pop into your mind and creates eager for something.and to overcome those was wasa or shaitani khayal recite astagfar..
Stay bless
