What is the best forum to register a formal complain against rude and insane attitude of an Asst. Commissioner?

Without the knowledge of his department, it would be hard to figure out who to complain to - otherwise his/her superior can be informed via a letter about the situation.

You would then probably then have to right to the local MP of the area, but your words might not catch any wind in that case.

We went their for heir-ship certificate and he suppose to issue that certificate after verification of documents. What is your guess about his department?

I will be really surprised if there is absolutely no one in the chain to contact for complains. There must be a forum.
