I am also somewhat unaware of the Pakistani Government Culture.
But so far, I have learnt that the pay scales vary throughout the departments, provinces, and work areas. I may be wrong, but I am merely sharing my findings so far. A BPS-17 officer working in Islamabad in the same sector such as education may be earning slightly more than one working in Punjab. Even if he/she is located in the adjacent (only 5 minutes away) city of Rawalpindi. In terms of departments, BPS-17 of Post Office is a lot underpaid compared to that of Railways. Another example is that of Motorway/NHA Police that I recently learnt. BPS-14 pays a total of roughly 40,000 PKR while some other departments don't reach this amount even after a few years of experience. Same work areas may have different salaries and/or work load. A Physics graduate in the department of Meteorology is paid different (don't know more or less) than the one teaching at a university. However, Meteorology department has a lot less stress, relatively. This has usually been considered ideal by the lazy Pakistanis. In the long run these sort of jobs tend to offer better reputation but really no career growth. Unless of course, the individual is self-motivated, hard-worker and really interested in his/her field. Airline sector follows a slightly different scale system (or none at all) than the Railway for instance. Even though it is still government sector. But even then aviation is better paid than road transport. Contractual jobs tend to pay more than permanent ones. But they offer a lump sum amount instead of a long-term plan. This has usually been considered unattractive by the majority. One more thing that I had to learn the hard way is that overall government/public sector is better than the private. Both in the longer as well as shorter run. Before, I came to Pakistan I used to pay no importance to the sector, and focused more on the work area or the job itself. But this is not the case here, currently, I am even willing to settle for a BPS-09 Clerk, if it pays more than my current Officer Rank in the private sector. |
