Default Procedure of Getting NOC for Govt. Employees

I want to what is the procedure of getting NOC or Dept. Permission Certificate?

Q1. Do We need to get IT before applying for the job?
It is very tedious and time consuming process in my dept. (Education). They usually discourage people and make it so difficult. Like make two files and then submit to DEO And then he/she forward to Director Blah blah. It takes around a month and two. And Fpsc usually gives like 20 days for application.

Q2. Is it ok to apply for NOC once we passed the test? As it is usually needed at the time document submission.

Q3. Can dept. has a right to refuse the DPC?

Your help will be much appreciated.

Noc is mandatory to be produced at the time of interview after you pass the written examination. In case you are unable to provide the noc your candidature is cancelled in few cases the fpsc and ppsc give a time period of 15 days for submission of noc..
Different departments have different rules and procedures for issuance of noc..
Most of the departments have number system like only two nocs can be issued in a calendar year..

It's the discretion of department to issue the noc, depending on the nature of your job and responsibilities department can refuse the dpc
