It keeps on raining..... would'nt that mean "baarish hoti ja rahi hai" meaning that it is raining constantly.

i think "baarish hoti rehti hai" to me means that kabhi kabhi barish hoti hai... which in english would be "it rains at times"

I think for "baarish hoti ja rahi hai" translation would be "It has been raining(since/for)....."
It indicates about specific time...e.g Subah se barish hoti ja rahi hai ...(aur still abhi takk ho rahi hai)

I interpret it as talking about such a place where rain is a regular phenomenon...Like ABC city main tu barish hoti rehti hai.....
"It keeps on raining in ABC city"
