Fundamental Right?
 
The right of movement is a Fundamental right and as far as I know Fundamental rights are the rights which can even be against the state and they CANNOT be denied even by the state. In short, these rights cannot be denied to anyone unless emergency is declared. Having said this what's the legal status of "House Arrest" In law? Isn't that restriction on movement and thus denying the right of movement to citizens? I've seen it happen even when emergency isn't declared in the country.
