Default Seniority/Promotion of officers appointed through FPSC after issuance of S.R.O. 1078

Assalam-o-alaikum,

My initially appointment was made through FPSC on the seat of merit and another person on same designation was selected on Quota basis. I joined the department after the other person and I am also junior in age but as per seniority list issued by FPSC I am the senior one and following rule also says the same.

"2. Seniority on initial appointment.–

(2) If two or more persons are recommended in open advertisement by
the selection authority their inter se seniority shall be determined in order of
merit assigned by the selection authority."


We both have now been promoted to the next post but the other person has submitted an application to claim the seniority based on SRO 1078 because he is older in age.

As per SRO 1078

"(ba) inter se seniority of civil servants belonging to different occupational groups or services and selected for promotion to a post in a higher pay scale in one occupational group or service shall, on their promotion, be reckoned from the date of their regular appointment to the immediate lower pay scale in their respective occupational group or service, where such date is same, the person older in age shall rank senior:"

So I just want to know does this SRO affects the seniority of Officers decided by FPSC or it is just applicable on the initial appointment/selection made by department it self?

Default Seems not applicable to same occupational group

Just read the SRO 1078 again and it seems that amended rule is applicable to those civil servants who belong to different occupational group/service and selected for promotion in one occupational group or service so I think it is not applicable in my case, can someone please confirm?

AoA: Friends my Question is pertaining to the issue of seniority of officer after absorption in Federal Government Department in consequence of devolution of Federal ministerial department Population welfare. He Is inducted In government service in 2006 in population welfare after devolution he was in 2010 joined Federal Government Department and after approval of absorption in department he secured seniority from 2006 instead of from the day of absorption in new department. He damaged my seniority is it fare ???

This thing pertains to the initial appointment only as the same rule has been mentioned in the guidelines for initial recruitment by the FPSC. You can confirm it by visiting www.fpsc.gov.pk and by consulting the mentioned guidelines on the site. Regards
