In simple words a technocrat is an expert in a particular field be it economics, science or of managerial or administrative nature.
A technocrat deals with the technical aspects of the department that he deals with. And the most important thing to remember is unlike a politician a technocrat's decision making is based upon his technical expertise (contrary to public opinion)
Shaukat Aziz is a good example, he was an Economist, thus held the ministry of Finance (before he was crowned with Premiership)
A system of Govt. based primarily of technocrats is a technocratic govt.

According to the new amendments of the constitution ,the term technocrat applies to such person who holds degree on the basis of sixteen years spent on acquisition of education from a recognised university and have twenty years of experience to his credit in his field duly recognised on national and international level.
