what is the total amount (basic salary other allowances etc) a 17th grade newly appointed govt(fedral) employee (i.e., lecturer) receives monthly?

BASIC PAY 16,000/-
Conveyance allowance 5000/-
Medical Allowance 1477/-
Adhoc Relief-2011 1477/-
Adhoc Relief-2010 4925/-
Adhoc Relief-2012 3440/-
House Rent 4433/-

TOTAL 36,752/-

After Deduction of GP Fund(2240) ,Group Insurance(182) and Benevolent Fund(175), You will get 34155/- in your Bank account.

Well, your calculations are accurate to much extent but I believe you have left out something. I think it goes like this:

Basic Pay 16,000/-
Conveyance allowance (now doubled) 5000/-
Medical Allowance (15% of 2008 basic) 1478/-
Adhoc Relief-2010 (15% of 2008 basic) 1478/-
Adhoc Relief-2011 (50% of 2008 basic) 4925/-
Adhoc Relief-2012 (20% of current basic) 3200/-
House Rent (45% of current basic pay) 7200/-

TOTAL GROSS PAY 39,281/-

Less:

GP Fund 2,240/-
BF & Group Insurance 357/-
Income Tax 589/-

TOTAL DEDUCTIONS 3,186/-

TOTAL NET PAY 36,095/-

This seems to be the starting salary of Federal BPS 17 employee. For provincial, I am unsure whether the conveyance allowance is doubled or not.

Well Nafees is right. The 45% house rent is given as per old basic pay and it is still freezed at the rates of 2008 basic.

Provincial employees are also getting double Conveyance allowance as federal Govt.

No, provincial employees in Punjab are not yet getting doubled conveyance allowance.Their allowance is still 2480.
Hope so from next month they'll be getting revised conveyance allowance.
