Gazetted/Non gazetted,, cadre, Excadre.
 
Hi Dears,,
I am a bit confused and would appreciate if someone knows as what is the exact definition of Gazetted/Non-gazetted,, Cadre & Ex-cadre officers.
Lets an example, an officer/engineer/doctor inducted in a public sector company say OGDCL,,Sngpl,,Iesco,,Lesco etc.
are these officers/engrs/Doctrs. Gazetted ?? ex-Cadre?? Govt.Employees??

A) Gazetted; (i) As a matter of practice, induction of any officer (BPS-17 and above) through the Public Service Commission is required to be notified through official Gazette Notification to be published by Printing Corporation of Pakistan.

(ii) There is recruitment on many posts by attached department/semi-government organizations/autonomous bodies which are done by those organizations themselves and those are also termed as government officers but their entry into government service is not notified in Gazette.

As such in common saying, any officer who is in government service and is holding BPS-17 or above is termed as a gazetted officer.

B). Non-gazetted: (i) All posts in government service from BPS 1 to 16 are to be filled by the respective Ministries/Divisions/departments as per their own recruitment sections and are not be notified in the Gazette Notification as such they were termed as non-gazetted government servants. However, still there are some posts in BPS-16 filled through the Public Service Commission and are notified in the Gazette as such as per definition they are also Gazetted posts.

(ii) In general term, any person in the service of government from BPS-1 to BPS-16 is considered as non-gazetted.

C). Cadre and ex-cadre: In Federal Government, there are twelve cadres (occupational groups/services) whose appointments are made through Central Superior Service Examinations and these are cadre posts and holders of such posts are termed as cadre officers. At the same time there are many other services of Federation where officers are inducted by the Federal Public Service Commission and they are professional/technical/specialized posts and they are also governed under Civil Servant Act 1973 and all of its allied rules are not through the CSS, they are called ex-cadre officers. These include officers inducted by Federal Public Service Commission for FIA, ANF, Education Department, Planning Commission/Economist Group, Corporations, Attached Departments etc etc.

If a person is who is selected by the respective Ministries/Divisions/departments as per their own recruitment sections is Non-gazetted. If a person is selected in BS14 or BS-9 (Just like in police department) by Public Service Commission, will he be a Gazetted or Non-gazetted officer? (Because he is not selected by respective Ministries/Divisions/departments)

I heard from many people that grade 16 is Gazetted post even from serving grade 16. Plus medical form issue for grade 16 post was specifically written that medical form for gazetted officers.

Correct me if I am wrong

Yes, You are right but grade 16 officers are known as CLASS B or GRADE B Gazetted officers.

I think not all, but those who are selected by Public service commission are called to be gazetted. Sometimes, serving grade 16 employees are called Class 2 officers. but this is not necessary for them to be gazetted.
Sometimes some department also hire people in grade 17 but they are not gazetted. Means they have to serve as "BS-17 non-gazetted" for few year, and then they are promoted from "BS-17 non-gazetted" to "BS-17 gazetted"

What is the status of BPS 16 officer recruited by FPSC? Is he a gazetted officer or not? please explain in light of recent inductions done by FPSC viz

- Inspectors IRS & Customs

- Appraising n Valuation officers and

- Preventive Officers

Customs and IRS are cadre services, so what is the status of their BPS 16 officers inducted through Fpsc


Secondly, what benefits do Gazetted Officers get over Non Gazetted officers?

Does custom service appoint ex- cadre 17 grade officer or 17 grade officers are selected only through CSS?

Only through CSS. Even Customs grade 16 jobs were through FPSC following a competitive process.
