Help a girl getting her ID Card--Legal advice needed
 
I have searched a lot for Nadra's rules and regulations to know how an unmarried girl who doesn't know about her father can get a CNIC. I have also talked to a number of people regarding this. But to no avail. Probably, information about such things is kept 'out of reach' of a common citizen. However, I believe it is present in our legal documents. And may be some law graduates can help in this regard.


Our maid has a 17 year old grand daughter.
The girl has never met her mother, father or siblings. Here, in my village, she is widely believed to be an illegitimate child (I don't know what is the real case). She was abandoned by her parents when she was just two months old. Her grand parents have brought her up. However, her name carries her father's name as well. She has been using her father's name in her academic documents (Primary, middle, matric).

She is very bright in studies. This year she has taken her matriculaiton exams. In her matriculation registration forms, she has also used her father's name.

Now, she wants to continue her study. However, in some academy she has been told that she needs B-form to get admission in college.
Her grandmother and maternal uncle has contacted her father to give his CNIC to get her B-form. But he strictly refused. Now they believe that the girl can't get an ID card and therefore can't continue her studies. She is very worried about this all. She wants to continue her studies by any mean.


I wonder if any law graduate or some college/school teacher know how to deal her case. Or what should she do? Right now, her main concern is not to get a CNIC. She just want to know if she can get admission in intermediate without a B-form and CNIC.

However, I believe if not today, she'll need a CNIC tomorrow. This problem must be solved once for all.

The case seems very complicated to me. However, I am sure someone here knows the legal way out.

To have a kind heart and opine over others' problems, who are not holding any favor or benefit for us, is a great blessing and is kept in nature by Allah's grace.

She is ultimately going to need an NIC in near future. The best way to know about all of the legal complications in this particular case and to get her an NIC is to visit NADRA executive office which is now in, almost, every big city of Pakistan. Straightforwardly, go to the manager at any executive office of NADRA's and ask the manager for help.

Most probably she is going to need a valid Birth Certificate and volunteer father and mother who would be willing to give her their name.

UltimateCSP, I don't think is even an issue. Check out these set of rules by NADRA for different cases regarding CNIC issuence. Apparently, she'll only need the CNIC of any of her living blood relatives and Birth Certificate Or Matric/ School Leaving Certificate Or Citizenship Certificate from Ministry Of Interior(MOI).
