Showcause Notice by FPSC
 
I appeared for a test of FPSC last month at Islamabad. Erroneously, i forgot to take my Original TR. In the Center, there were many candidates who were without the TR / Bank Slip and were not allowed to sit in the test. All started protesting and the Supervisor initially tried to contact his high ups and said to us to wait. The time went on passing and half the time had passed, so some candidates shouted. But there was nothing like breaking the door of exam hall or breaking window panes or any physical scuffle. The supervisor threatened to call the police and get us all arrested.

He called the police. Police heard the supervisor and the boys too. It was finally decided by the Police on the spot that candidates may be allowed to appear as no Roll Number slips are issued without confirmation of fee having been deposited by the FPSC. On this plea, the test went on and all were allowed to appear in the exam while police remained there till conclusion of the test and no unpleasant incident occurred.


Notwithstanding above, i have been issued a Show cause notice by FPSC to explain my position otherwise ex-parte decision will be taken against me. It is quite surprising that i have been alleged to have misbehaved with the supervisory staff on the day which is not understood. If i had done so, then why the police took our side. Also, the police remained there during the test to avoid any such security situation and they criticized the supervisor for lying to them on phone call that candidates had entered the Hall by breaking the door whereas police did not find any such thing or any of the Staff injured / hurt.


What is the extent of this Show cause?

What should i reply?

Are they going to ban me forever?

Dear, better to reply the showcause and explain your position in the same manner as you have done in this post. Do not ignore the notice as it can effect your candidatureship in future. Infact FPSC staff never allow to sit in exam without TR. Same they instruct while applying.

As per my meager knowledge, Show Cause Notice is issued on good & sufficient evidence to establish an allegations, rather preliminary inquiries are held to establish a charge against the accused. But straight away, issuance of Show Cause Notice shows that FPSC has already made its mind to crush & it has believed that we are guilty before being accused which does not fulfill the requirement of justice.

As per my understanding, show cause notice is issued to someone to ask him to clearify his or her position . E.g a cricketer gives controversial statement and PCB issues show cause notice which means the cricketer must clarify his position explaining the circumstances in which he gave the statement, if he is able to convince PCB that the statement didn't intend to discredit PCB management for example, then matter is resolved.

I think if any department has solid evidence, they would send you court summon instead of showcause notice.

i). As per rules, no candidate without TR (or bank slip) is allowed to take examination. It was good for you that police was called and they interfered and helped you out. Though it is beleived that there were some disturbances thats why the invagilator called the police... Remain careful for the next time. ..

ii). No need to worry, be calm and write a reply (as stated in your first post).

iii). If you were not a candidate, who was making hue and cry, then clearly write in your application that you were not a trouble maker. Rather a benefittee of the lot. ..

iv). While writting reply, you can aslo seek personal hearing. Keep in mind, be calm and logical.

It is strange that i never received any Roll Number Slip from FPSC for any exam even the CSS and any other test but FPSC has managed to get this Show Cause delivered at my home address for the first time ever.........

On my reply, FPSC has called me for personal hearing on the plea that my reply is not satisfactory.

They have called me in Ramzan and that too at 1100 hours.

I think they have already made their mind to take an ex-parte decision & just filling the codal formalities before issuing final punishment.

These are just your assumptions. Just go to FPSC personal hearing and tell them the matter in details. No punishment will be given to you. Just clear yourself with strong arguement as you have mentioned in earlier posts.

Don't foret to take original TR (and keep a copy with you), if you have not already deposited the same with FPSC, it shall support your right to sit in exam.

InsAllah your arguments would accepted.
