The establishment is a term commonly used by Pakistani analysts and by political scholars around the world for the Military dominant government in Pakistan. The establishment is simply referring to the military supremacy.

According to me , it is a group of more than 1000 persons consists of retired military generals and retired intelligence officers. Top senior generals who could not be chief at their lifetime work in establishment after their retirement .

They dont come publicly .

Actually, many countries have such informal organisations to make long term state policies. one can say it a shadow government .

As far as i think , american establishment is the most powerful. Pentagon runs not only USA but the whole world. There are separate halls in pentagon for different countries ,that get intelligence information from their embassies . Where economic hitmen, retried generals , CIA ,FBI officer and intellectuals analysis 24/7 each and every collected information from the US embassies . Later on they send final policy to the white house . They make world polices of 50 to 100 years. After they divide long term plans into sub plans of 20 years.Their presidents and senators are just spoke persons.

Examples : american friendship with saddam Hussain supported him against Iran during Iran-Iraq wars. After that the US toppled saddam gov and killed him.

Creation of Taliban Mujhadin against USSR . Declared them terrorist and attacked on Afghanistan after thirty years

american friendship with Shah Iran and toppling of his government after 20 year.

So there are many examples if we get hint from history .

Whitehulk's explanation is correct. It is a group of former civil servants who ensure national policies are kept in order. Unfortunately in a country like Pakistan, they do much more than they should(such as creation of MQM to counter PPP or PMLQ to help Musharraf etc).

Also, since our army is so strong in national matters, it is usually the army's resources that are used to implement decisions of the establishment which is why it looks like its the army doing it. The army is involved to an extent, but its not like the chief sits with the commanders and says ok lets merge PSP and MQM.

A group of people who can and do influence different political and policy decisions by having some kind of leverage against the people who are involved in this type of decision making. They include retired and active Military/Intelligence personnel, Civil Bureaucrats, Judges, Politicians and even Investors/Businessmen i.e. Malik Riaz.
