issue with reputation mechanism

I am unable to give reputation to a certain member while I can give points to all other members. Please resolve this issue.[/SIZE]

Dear sabahatbhutta,

Once you've given reputation points to a member, in order to give them again you must first give to 20 other members.

So if you already gave to the member you aren't able to give reputations points, this is the potential explanation.
