Yes that is the correct answer. I set it up as:

Speed of plane + air speed = 13
Speed of plane - air speed = 8

Solve simultaneously and you will get speed of plane = 10.5 and air speed = 2.5

13 is speed with air
8 is speed against air

Air Planes speed is average of both speeds (10.5)

When going with air it reaches 13 and when going against air it travels at 8 because air speed is 2.5 plus and minus.
