Fpsc is taking exam of above 16 grade so what the procedure for the posts of below 17 grade ?

Expecting in nov for scale 1 5 9 and for AD posts may b in January 2015. as per previous experience.and IB 1 5 9 scale jobs add publish in news paper with heading PO Box blah blah!!! they dont mention IB in advertismnt. or something like that just PO BoX.
