Civil judges are the judges who cater for the civil matters coming within there jurisdiction. whereas magist. are the judges who take up criminal matters coming within there jurisdiction. same is the touchstone on which both can be differentiated, the civil judges and magist. are the members of judiciary and CSP is a member of the executive branch of the govt. so there can be no comparison. it is just as absurd as to comparte the powers of the president and the cheif of army staff.
i hope it is the answer to ur query.

lets take the discussion as
a civil judge is actually a civil cum judicial magistrate
a civil judge can try a csp officer and compell him to appear before him but a csp officer can't do that

bro a magistrate have those powers which are conferred upon him by the Code of Criminal Procedure, 1898. Talking of protocol, a magistrate has no protocol even he does not have an official car, bearing in mind that we are talking of judicial magistrates, on the other hand a ASp has some sort of protocol. but again the difference stands as the former exercises judicial powers and the later exercises executive powers. and there is one more thing why r u so much curious about powers and protocols?
