Some time Company Cammander is SO(Assistant Director) and sometime CSO chief Security officer (Director) AD is equal rank of MAJOR in Army and SP in police.and DIRECTOR equal to COLNEL or DIG. if any body more idea lets share plz welcome

Airport Security Force

1 - Background

In the late 60s, of the preceding century civil aviation industry endured worldwide shocks of violence and sustained criminal attacks at the hands of terrorists. Initially the overall response to onslaught of developing crime was varying from the state to state. However, by 1970 the world community recognized the problems of unlawful interference with civil aviation and developed strategy of response through various conventions. Pakistan being signatory to all these conventions was under obligation to create a Force to provide security to civil aviation in Pakistan. Hence the Airports Security Force (ASF) was raised in 1976 under the folds of the Ministry of Defence and was assigned security responsibility of all airports in Pakistan.

2 - Objectives

a-

Build confidence amongst passengers travelling by air.
b- Counter potential offenders i.e. terrorist/hijackers.
c- Provide security to civil aviation installation.
3 - Functions

In accordance with the provision of the ASF Act 1975, the Force is responsible for :-

a- Ensuring security of all airports, aerodromes and civil aviation installations within the limits of airports and aerodromes and for safeguarding Civil Aviation against acts of unlawful interference or threats of interference.
b- Ensuring security of all structures, equipment, material and installations belonging to operators and other Government or non Government organizations within the limits of airports and aerodromes.
c- Ensuring security of aircrafts, passengers, baggage cargo and mail within the limits of airports and aerodromes.
d- General maintenance of law and order within the limits of airports in conjunction with the Police and taking cognizance of all offences committed at the airports and aerodromes under any law for the time being in force.
4 - Powers

The legal powers of ASF are:-

a- Search and arrest without warrant of any person who suspects of endangering or attempting to endanger, or having endangered, the safety of any aerodrome or airport or an aircraft or a civil aviation installation and may use such force as may be necessary in the discharge of his duties aforesaid.
b- An officer for the purpose of this Act, shall exercise, within the areas in which this Act applies, all the powers conferred on an officer in-charge of a Police Station under the Police Act 1861 (Vol 1861) and the code of criminal procedure 1898 (Act V of 1898). No Government Notification has been issued and therefore, not enforced.
5 - Organization

Force Commander articulates his command functions from ASF Headquarters located at Karachi Airport. The Force Commander is assisted three Deputy Directors i.e. Deputy Director (Operations), Deputy Director (Administration) and Deputy Director (Intelligence), and two Assistant Directors as Force Secretary and A.D (Legal). The organization of ASF is described as under :-


6 - Training School

ASF carries out training of all ranks of the Force through ASF Training School which was established in 1982 and located at Karachi. The School also imparts training to various departments of Pakistan on request.

7 - Air Guards Company

No amount of ground security measures can guarantee 100% results, particularly against hijacking. Air Guards on board provide
in-flight security against such adventures. ASF also has an elite Force comprising of specially trained and highly proficient troops known as Air Guards who can be deployed for ensuring security during flight on need to require basis. Presently they are engaged for provisioning of in-flight security to all domestic flights of PIAC.

8 - Concept of Security

Aviation security in Pakistan is based on VISIBILE DETERRENCE, which entails employment of armed personnel in sufficient number. ASF implements the standards and recommended practices laid down by International Civil Aviation Organization (ICAO) and the instructions/rules and regulations set-forth by the Government for safeguarding Civil Aviation Industry against acts of unlawful interference.

9 - System of Security

For the purpose of ensuring security, an airport is divided into four sectors i.e Carparks/Public area, Terminal building, Apron and perimeter. The following security system exists at each airport in Pakistan:-

a- Security of Car Park & Public Area - Selective search (i.e some percentage, basing on threat perception) of cars is done and surveillance of all the area where free movement of general public takes place.
b- Security of Terminal Building - Only bonafide passengers and functionaries are allowed entry subjected to following checks :-

(1) At First Entry - Checking of travelling documents (i.e valid tickets) and Airport Entry Passes

(2) Hold Baggage Screening - Screening of all the baggage and manual search of baggage declared suspicious. In case of recovery of dangerous/ contraband items, offender is handed over to concerned law enforcement agency.

(3) Hand Baggage Screening - Screening of all hand bagage and manual search of the baggage declared suspicious to ensure that it does not contain weapon or other material which may be used to hijack or sabotage the aircraft.

(4) Body Search - Personal search of passengers/functionaries prior to entry into the sterile area is done at hand baggage screening points and pre-designated airside gate to ensure that nobody is carrying any weapon or explosive on board the aircraft.
c- Security of Apron - Each aircraft is protected by throwing a cordon of ASF men and entry into the aircraft is restricted to concerned airline staff and passengers.
d- Security of Perimeter - ASF armed personnel protect perimeter of all airports, excluding joint user airports, by establishing posts at vulnerable points/entry gates to exercise access control and search of unauthorised men/material/vehicles.
e- Vehicle Entry Gate - Entry of authorised persons and vehicle onto the apron takes place through pre-designated entry gates where ASF men are deployed to establish identity/authenticity of persons/vehicles and to conduct search of all bonafide persons/vehicles.
f- Surveillance - All the area of airport (i.e car parks/veranda, terminal building, apron and perimeter) is kept under strict surveillance through close circuit television, foot/mobile patrolling, ASF Police men and ASF intelligence personnel (in civil clothes).
10 - Frisking of Passengers/baggage

Frisking of passengers is conducted through electronic gadgets. They are required to divest themselves from all extraneous metal and place them in a tray placed for the purpose and cross the walk through gate. In case of alarm (beep) they are subjected to electronic frisking through hand scanner. Manual search is only resorted to on suspicion . However, ASF retains the authority of subjecting anyone to manual hand frisking if deemed necessary.

11- Airport Entry Passes

Issuance of Airport Entry Passes is governed under policy duly approved by the Ministry of Defence. Following categories of Airport Entry Passes are being issued at present :-

Sr.N Type Issued To
1 Functionary Pass Airport functionary i.e Airline staff, CAA and Ground Handling agencies etc.
2 Courier Pass a. Rep of Foreign Mission approved by MOFA.
b. Non-diplomatic staff as per auth approved by MOD/MOFA
3 Hajj Pass Issued to Functionaries only for Hajj Operation.
4 Protocol Pass (Exempted From Body Search) Dignitaries exempted by the Government from body search at airports within Pakistan.
5 Protocol Pass Department/Organizations/Individuals specifically approved by Ministry of Defence.
6 Temporary Permit Functionary by CSO, for a period not exceeding three months, till issuance of permanent pass.
7 Single Entry Permit Handle unaccompanied child, aged, sick/wheel chair cases and to receive dead body.
12 - Permanent Airport Entry Passes

(Serial 1 to 5 above) are processed and issued on receipt of the requisition on the proforma (attached). This is renewed each year.

13 - Control Room

ASF control rooms are established in public area at each airport from where the on duty Company Commander articulate his command over his troops and redress the complaints/problems of functionaries, passenger and general public.

It may be appreciated that our enemy is invisible and amongst the innocent passengers or sincere functionaries. Hence aviation security is pitched against unpredictable challenges and only advance technology, sound training and cooperation of functionaries, passengers and general public can keep ASF men a step ahead of miscreants. Government is making allout efforts to equip the Force with modern equipment. ASF is ensuring sound training of its personnel and the dire requirement of cooperation can only be met if the functionaries and passengers display positive attitude and regards to the essence of aviation security rules, regulations and procedures.

17 - Anti Hijacking & Unarmed Combat Techniques

60 x ASF personnel including 10 x female staff were imparted unarmed combat/anti hijacking training by highly specialized instructors of an elite Force to enhance the in-flight security coverage being provided to all domestic flight of PIAC.

18 - Unarmed Combat School/Club

An unarmed combat school/club is being established at ASF training area Karachi airport for imparting training to ASF personnel. This will enhance the professional competency of ASF personnel to combat terrorism at airports.

19 - Promotion

331 x all ranks of ASF were promoted to next ranks whereas 85 x personnel were awarded selection grade and 27 x personnel were approved for mover over to next pay scales.

20 - Retirement

183 ASF personnel have been retired from Government Service.

21 - Recruitment

Rank wise detail of recruitment made in ASF during the year 2002 is appended below:-

a- Security Officers 03
b- Assistant Security Officers 41 *
c- Inspectors 37 *
d- Assistant Sub Inspectors 176 *
e- Guards 269 *
f- Guard Drivers 07
g- MT Drivers 11
Note: The rank marked with the * are undergoing training. Their passing out parade is scheduled to be held on 17th December 2002.

22 - Surplus Pool

Following employees of the other department place on Surplus Pool of the Government were absorbed in ASF :-

a- ASI 01
b- Guard 06
c- Assistant 01
d- UDC 01
e- LDC 03
f- Electrician 02
23 - Airport Entry Pass

My written test in Air Port Security is just going to held dated 30/05/2012.

Kindly share what's kind of Question should be perpare.

written test will be from english,Islamiat,current affairs,Every day science,Pak Affairs and Maths.You must study any MCQs book especialy carvan and jahangir series.

dear they did not give any exact date for result ...we were told by them after written test that shortlisted candidates will be called for interview with in 2 or 2 and half months through call letters ,,, if u come to know the exact date for result plzzz do inform me ...thanks

Thank you to share the above information.
I heard that since last year Security Questions have been included in the test paper. Which type of Security questions may ask? from where we can have the detail of those questions? any referred book?

In written test of inspector and assistant security officer BPS 16,no question will be asked about security measures.Study english,arithmatics,ED,Pak Affairs and CA.

Thanks, but dear i confirmed by my friend who is currently working as INSPECTOR in ASF, he informed that security questions have been asked in test paper.
