Among engineers, only Electrical, Mechanical and Civil engineers are eligible. Graduates of other engineering disciplines are not eligible.

Do I really need to take NOC from my department or I can apply directly for NAB?

Apply as a fresh candidate. Further, if selected then resign from the previous organisation.
NOC is essential where you want to get your previous exp. counted towards your seniority in new govt. organisation that you are joining.

NAB treats every1 fresh for the seniority and it is decided on the merit basis, anyways.

Therefore, you need to tell them in interview that If selected for NAB, you will resign from your previous organisation.

Further, in probation you can even leave on 1 day's notice.

Its better to get the clarification from HEC rather than individuals. As in previous Batch some selected candidates where sent home during training b/c of ambiguity in their Equivalency of Degree.

Therefore, it is better to get the Equivalency Letter from HEC; rather than remaining in dilemma about it.
