Default MORE about INTERVIEWS,,,

I was also informed through a source, almost a week ago or on Monday may be, that interviews dates have been finalized ,,,,but in this way, as some friends informed that interview directions have been passed to all Regional offices it make it doubtful as all the information/data of candidates is in Islamabad and they have to inform the qualified candidates from Islamabad office then they will send all the record to the respective regional offices (instead of a simple fax). Further qualified candidate list can be uploaded through NAB HQ Isb only and Regional offices cannot do it separately....

So my view it will be just an alert to regional offices to arrange all the related issues to conduct the interviews....It is however seem logical that interviews will be held in Regional offices and possibly on Saturday Sunday too ....

Default New Bill

All the three top guns of the proposed National Accountability Commission (NAC) — the chairman, his deputy and the prosecutor general — have not been provided any security of their job and remain in office at the sole discretion, whims, wishes and caprices of the prime minister, the new proposed law proposes.
Instead the prime minister has been armed with rare powers to give them marching orders at any time of his choice. They will be appointed for a three-year term each, but the new accountability law, which is already embroiled in a serious controversy, provides them no security to stay in office for their full tenures.
Section 12 of the toothless NAC bill says the chairman or deputy Chairman or prosecutor general (PS) may be removed from office on the grounds of being incapable of properly performing the duties of his office by reason of physical or mental incapacity or has been guilty of misconduct.
Whenever the prime minister will reach the conclusion that all or any one of them has become too big for this position, he will be charged with any of these disqualifications and shown the door.
Due to the insecurity of job, fearing that they can be shunted out any time, the NAC chairman, his number two and the PS are unlikely to do accountability of the influential members of the government of the day. Rather they will dance to its tunes to arraign its opponents to keep it in good humour.
But what if a government opposed to the present rulers comes into power? This situation is not being kept in mind.
Pervez Musharraf’s National Accountability Bureau (NAB) law, which is still in force and will be replaced by the new legislation, provides a guaranteed tenure to the chairman, who can be removed only under Article 209, which is applicable for dismissal of the superior court judges through a proper hearing by the Supreme Judicial Council.
In the new bill, there is no mention of the procedure for the removal of the chairman, his deputy and PS except the only Section 12, which means that this power will be exclusively in the hands of the appointing authority, the prime minister. The president will just issue notifications of nominations as advised by the premier.
According to Section 5, the NAC shall comprise a chairman, deputy chairman and PS. They will be the real decision makers in the new so called anti-graft body.
When the government of the day will desire after finding the chairman defiant and inflexible, it would render him powerless and irrelevant in major decision making, even without removing him, by taking his deputy and the PS on its side. The Section 2 is important in this connection. It says the decisions of the three-member NAC shall be arrived at unanimously or by majority.
The bill provides for limited involvement of the leader of opposition in the appointment of the NAC chairman only while the remaining two key office holders — the deputy chief and PS — are to be named by the president in consultation with the chairman. Sections 17 and 8 say the deputy chairman and PS shall be appointed by the president in consultation with the chairman for non-extendable term of three years each.
The proposed law has incorporated a highly truncated provision about international cooperation and request for mutual legal assistance. Section 38 says the federal government, the NAC or if so authorized by the NAC any member or officer of it, may request a Foreign State to do the following acts in accordance with the law of such State- (a) have evidence taken, documents, articles, assets or proceeds produced: and (b) transfer to Pakistan any such evidence, documents, articles, assets or proceeds realized from the disposal of such articles or assets.
This has been done to shield corrupt public holders, who have stashed their wealth in foreign lands.
The similar provision in the NAB law is very elaborate and leaves no escape route for those who have transferred their illegal wealth overseas.
Section 21 of the NAB law deals with this aspect. It says the NAB chairman or any officer authorized by the federal government may request a Foreign State to do any or all of the following acts in accordance with the law of such State:— (a) have evidence taken, or documents or other articles produced; (b) obtain and execute search warrants or other lawful instruments authorizing search for things relevant to investigation or proceedings in Pakistan believed to be located in that State, and if found, seize them; (c) freeze assets, by whatever processes are lawfully available in that State, to the extent to which the assets are believed on reasonable grounds to be situated in that State;
(d) confiscate articles and forfeit assets to the extent to which the articles or assets, as the case may be, are believed to be located in that State; (e) transfer to Pakistan any such evidence, documents, things articles, assets or proceeds realized from the disposal of such articles or assets; (f) transfer in custody to Pakistan a person detained in that state who consents to assist Pakistan in the relevant investigation or proceedings; (g) notwithstanding anything contained in the Qanun-e-Shahadat Order 1984 (P.O. 10 of 1984) or any other law for the time being in force all evidence, documents or any other material transferred to Pakistan by a foreign government shall be receivable as evidence in legal proceedings under the NAB law and (h) notwithstanding anything to the contrary contained hereinabove, the NAB chairman may, on such terms and conditions as he deems fit, employ any person or organization, whether in Pakistan or abroad, for detecting, tracing or identifying assets acquired by an accused in connection with an offence under this Ordinance, and secreted or hoarded abroad, or for recovery of and repatriation to Pakistan of such assets.
Given the aggressive posture of the government, it is all set to push the new bill in the parliament without paying any intention to the opposition. It is bulldozing its passage in the National Assembly committee on law to get it passed at the earliest.

I fail to understand how this leakage of information is going on.I am working as Deputy Director in a government organization and quite influential and resourceful too in my organization. If you ask me i can never tell you even if i want to what is going on inside the recruitment process, unless and until i am part of the process.

such informations doubt the credibility, either on the part of organization or on the part of individuals.

Sir, this is not a top secret thing involving matters of national security. These things happen in this age of information.

So you are confirming the issuance of letters of DDs. Are they dispatched today or were they dispatched yesterday or day before yesterday?

Will they mount the list on their web site too?
