Default Issuance of DPC
Hi Friends,
Need a very sincere guidance from senior members. I am a Gazetted Officer (BS-17) in a Federal Ministry selected by FPSC in 2012. Recently I found an job opportunity in Grade 18 advertised by FPSC for a different department. My Current department is reluctant to give DPC (Departmental Permission Certificate) / NOC, not only to me but to anyone who wishes to apply for a higher position in a different department.
Is there any way I can apply without wasting my 3 years of services in the current department ?
Secondly being a govt servant, getting DPC from my current dept for a higher position, is it my right or its a department privilege?

fpsc will count your service since 2012. you can not hide your current job.

if you have 5 year post qualification experience before 2012 then you are eligible. in this case, you can apply without NOC.

and if you selected in another govt department, then your current 3 years experience will not be counted in service.

Sorry, I think I could not make myself clear. I dont want to hide my job I want to show that I have been working in Govt sector for the last 3 years but what to do when FPSC will ask me for the DPC ? Can I say that my current department is not issuing the DPC ??? Would they accept my plea ?? Would they help me getting the DPC from the current department ??? Is there any law helping me with this situation ??

Please help !

you can appear in fpsc without DPC if u meet criteria.

Default DPC Issue
Hi All.
I am in a bit of trouble right now and need your help. I have applied for CSS 2016 but my department is not allowing me DPC because i am still on probation. Further, I am not claiming age relaxation. Kindly guide me whether FPSC will allow me to sit in the exam without DPC? I can provide DPC before the interview because my probation will end just before the interview. Moreover, if my department refuses to issue me DPC even after my probation, will FPSC consider me for interview? Need your sincere help. Thanks

Why do some organisations refuse DPC ?? This is the right of every candidate to apply for a better position.

Probation has nothing to do with your applying else where. Maximum they can do is to refuse to give you lien in case you are selected. You are not going on deputation that you require lien. You are leaving one job and no where in your offer letter it is written that you will not be allowed to appear anywhere else.

Hi, can you elaborate this lien factor in your comment? What is the procedure for obtaining it? A prompt response will be highly appreciated.

Lien is when a person successfuly completes probation and is confirmed against permanent post. Well leave aside these technicalities. There should be no issuance in allowing DPC to compete in css exams
