Does Posting at Islamabad, Karachi & Lahore depend on Seat (Domicile/Province) quota. Or it is made by Competent Authority randomly or Candidate choice is involved also.

No It doesn't. It is made by competent authority. Officers from Peshawar, Quetta and Karachi are serving at Islamabad. you can contact me , my number is in my profile.
