Each time you apply they stamp your matric certificate .Because you can only avail three chances.So it is symbol of your appearance in previous registration.

It is not a fail stamp. The stamp is inscribed at the back of matric certificate irrespective of your selection decision. It is inscribed precisely to mark the number of attempts.
