Default going to a higher scale from lower scale in different department
Can someone please kindly guide me about Scale rules? If someone is on a higher scale, let's say in 19 in one organization, if he applies for a different job which is lower scale let's say 18 scale.. can he do that, is it allowed? departmental permission certificate is it compulsory when applying for a different job

In that case, where you want your previous experience to be counted as the years spent in service(important for promotion) to the new government then you need to take the proper channel and seek departmental permission. Otherwise, one can simply resign and take up another job but in that case, your previous experience won't count.
