Information Required

Respected Seniors, I have a question regarding the eligibility, I had been appointed In a Textile Ministry on contract basis in 2007 and got the chance to get permanent at the same capacity through Standing Committee for regularization in 2011. In this scenario do my past experience counted or have to complete 8 year as a permanent employee, although my salary slip show the full length of service of 5 years.

I need an expert review/answer maybe this will help other whom are victim of their admin section and with there misguidance.

The Contract Employees, who had completed at least one year of continuous service against a permanent post, were regularized by the Cabinet Sub-Committee on Regularization of Contract Employees headed by Syed Khurshid Ahmed Shah. The period of service in a contractual post or project post is not ipso facto included in the permanent service once regularized, if not otherwise stated categorically. Hence, your contractual service might not include because this would create an additional problem of seniority within your department (Reference ESTA CODE 2007, Chapter II, Sr. No. 132, Page 204, 'Terms and Conditions of the Contract Employees Clause 7').

Therefore, you need to serve for 8 years (7 more years) as a temporary/permanent employee for getting eligible to take the S.O. promotional exam. I hope this clarifies.

Yes. They do. 'They' become equivalent to CSPs because they serve in the Federal Government for atleast eight (8) years in BPS-11 to 16. This experience is their competence enough to seat them with CSPs of OMG. Nonetheless, chances of such officers to reach the posts of Additional Secretaries or Secretaries are really scarce. They usually retire as Deputy Secretaries (BPS-19) or Joint Secretaries (BPS-20). And by the way this promotional exam is not such an easy task. Not every Tom, Jack and Harry can clear this test and it is quite a competitive exam too. I know a number of such competent officers who are holding key seats (at the level of DSs and JSs) in different Ministries/Divisions.

Further, Government cannot abstain the Federal Government officials to thrive for promotion in Executive capacity and has to provide them with suitable opportunities.
