It varies province to province as per local government ordinance in effect.
Local bodies are autonomous in all managerial affairs.
Grant of promotions or fresh recruitment is mostly on their discretion.
As stipulated in the constitution, Provincial Public Service Commissions have no concern to them at all.

May be you find some help as regards your query right on the official web portal of punjab govt.
ordinances are mostly published on websites for public awareness.
