double benefit of counting the said period as service towards experience prescribed for the post; and
ii) this concession shall not be available for the posts for which the prescribed qualification is

Default

This is a general rule followed by other public sector organizations as well. Suppose, you have completed 16 years of education and get a govt job in BPS-17,it will take you 5 years to be eligible for promotion. But if you have completed 18 years of education and get a job in BPS-17,it will take you 3 years to be eligible for promotion, your 2 years of MS or Mphil would be considered as 2 years of experience. But if you start your MS or Mhil during job,you wouldn't be considered for early promotion. And same rule for PhDs.
