why are you so much worried, 2 din ka kam ha degree attestation ka... not a big deal. agar tum lahore ka ho tou phr tou koi issue nae agar ksi or city ko ho tou sunday ko daewo karo or punch jao monday morning mein lahore... or ak advice ha ak bnda sath zaror la ka jana 2 ho gay tou kam jaldi hoga mein akela giya tha mjha pta ha itni khwari hoe.... but kam ho gea tha.

OCS need 30 to 45 days so please if you need urgent than go your self or give authority letter to your any blood relation e.g brother...
NOTICES
1. Yes, presentation of equivalence certificate of O/A level certificates from IBCC are mandatory for degree attestation from HEC, Islamabad.
2. You may visit on any working day between 8 to 9 am for attestation please. So there in no need to take time slot before visiting HEC, Islamabad for attestation. If one takes time, its good.
3. Authority letter is not acceptable for attestation on behalf of an attestation seekers. However, any blood relative may visit HEC, Islamabad for attestation of documents on behalf of an attestation seeker.
4. It is not mandatory for attestation from HEC, Islamabad that your SSC/HSSC msut be attested from the IBCC but attestation officer may ask for same in case of any doubt. However, according to new SOPs that are going to adopt by HEC, it will be mandatory.
5. If your documents has already been attested after 2009 (Online attestation), these will be just re-verified without any fee please. In case these documents has been attested before 2009, these would be required re attestation as per procedure mentioned in our web site, i.e. www.hec.gov.pk or as mentioned in attachments please.
6. For the attestation of degree, there is no need of provisional certificate presentation to HEC.
7. Yes; you may get your transcripts/DMC/ Result card attested from HEC with in three years after notification of your degree. Please see attachment for further guidance.

Procedure of Attestation for Original Degrees awarded by Any HEC recognized Pakistani Universities/Degree Awarding Institutions

1. List of Degree Awarding Pakistani Universities/DAIs is available at http://www.hec.gov.pk/OurInstitutes/Pages/Default.aspx
2. For Foreign Degrees, only equivalence letter is issued that may be get attested from HEC. The application form for equivalence is available at http://des.hec.gov.pk/
3. Mode of Attestation is either a or b.
a) Personal visit to HEC, Sector H-9, Islamabad. Same day service for walk-in applicants. However, it is a whole day activity.
OR
b) Through a Courier Services. However, attestation through courier may take up to 30 days.
i. Attestation only through OCS Courier is acceptable within Pakistan.
ii. Attestation only through Gerry’s Courier is acceptable for people living abroad.

5. Following documents must be attached with the duly filled attestation application form available at http://das.hec.gov.pk/
6. Receipt of payment regarding Attestation Fee (Online Deposition in any HBL Branch/HBL Booth in HEC, attestation cell). Fee is Rs=800/- per original document or Rs=500/- photocopy.
7. Original certificates/degrees from Matric onwards are mandatory. HEC will not attest any degree, if any of the following documents is missing.
o Original Matric/O Level certificate.
o Original Intermediate/ A Level certificate.
o Original Bachelor Degree.
o Original Transcripts/Detail Marks Certificate of all the years or Final Composite Certificate showing detail of all the years.
o Original higher Degree and DMCs.
o Original CNIC.
8. A set of photocopies of certificates & degrees from Matric onwards (for HEC record).
9. Equivalence letter from HEC in case of Bachelor or Master Degree from abroad.
10. Copy of Computerized National Identity Card.
11. In case a degree has not been issued, the Detailed Marks Certificate/Transcript may be attested if:
o Verification letter from Controller of Examinations of the concerned university is attached.
o The applicant has passed degree program within the three years from date of application.
12. For attestation of “Shahadatul Almiya Fil Uloomm Al Arabia Wal Islamia” awarded by HEC recognized Wafaqs/Madars, attach equivalence from HEC & enter particulars of Middle, Aama, Khasa in the form as well. 13. For attestation of “Equivalence letter” issued by HEC, attach original Equivalence letter alongwith attested copies of all documents.
14. For attestation of "CPSP Fellowship/Membership" certificate, first get it verified from the controller of examinations of CPSP & present to HEC.

1. GUIDELINES FOR THE ATTESTATION OF EGREE(S) / TRANSCRIPT (S)
a. Personal Visit to HEC, Sector H-9, Islamabad or Through Authorized Courier Services (OCS).

2. HOW TO GET ATTESTATION OF LOCAL DEGREES/TRANSCRIPTS & DIPLOMAS
2.1 Direct Attestation for Walk in Applicants
Visit HEC, Islamabad & follow the steps as mentioned below.
a. Fill out online application form, available at www.das.gov.pk (Preferably take a print, before coming to HEC, Islamabad/ One may use HEC-attestation lab between 08 am to 11 am for taking print).
I. Get reservation of time for attestation while filling in the online application form.
II. Attach all required documents Like:
b. Attach original certificates/degrees from Matric onward to highest degrees required to be attested along with their transcripts (i.e. Matric/Intermediate/Batcher/master/PhD etc.).
c. Attach one set of photocopies of original certificates/degrees from Matric onward to highest degrees required to be attested along with their transcripts (i.e. Matric/Intermediate/Batcher/master/PhD etc.).
d. Attach receipt of payment fee along with application form after getting documents checked from concerned official of HEC at Window 2.
e. Attach Equivalence of “HEC” in case of Bachelor or Master Degree, etc from abroad.
f. For attestation of “Shahadatul Almiya Fil Uloomm Al Arabia Wal Islamia”, particulars of Middle, Aama, & Khasa must be indicated/entered and attach its equivalence issued by HEC.
g. For attestation of “Equivalence letter” issued by HEC, attach original Equivalence letter alongwith attested copies of all documents.
h. For the attestation of "CPSP Fellowship/Membership" certificate, get it verified from the controller of examinations of CPSP before submitting to HEC.
i. At attestation site of HEC, Islamabad, HBL representative is available for deposition of attestation fee at Window 1.
j. Attach equivalence of IBCC in the case of O&A level certificates or certificates from American High School.
k. Attach Computerized National Identity Card of Degree Holder and its copy as well.
l. In case a degree has not been issued, a verification letter from controller of Examination of the concerned University/DAI would be required to be produced, if Transcripts/DMCs are issued within 3 years from the day of presentation with HEC otherwise will not be attested.
m. Attach Computerized National Identity Card of person authorized and its copy as well.
n. HEC attests original documents first then photocopies. No request for the attestation of photocopies would be entertained without the attestation of original documents.
o. In case of a foreign students studying in Pakistani Universities/DAI
I. Attach a copy of NOC for studies in Pakistan either from Government of Pakistan or produced a letter from Embassy in this regard.
II. Attach a copy of passport and a valid visa of student concerned.
2.2 Attestation Fee
a. For original documents @ Rs=800/- (each)
b. For photocopy @ Rs=500/- (each)

2.3 Additional Requirements for Attestation of Ph.D Degree
HEC takes six working days for the attestation of PhD Degrees.
a. For applicants who have obtained Ph.D degree before 31. 05.2005:
i. His/her name should be included in the HEC Ph.D Directory. Click here for PhD Directory.
b. For applicants who were registered as Ph.D student before 31.05.2005 but were awarded degree after 31.05.2005.
i. Copy of the title page of research article published in HEC approved “X” category journal (“Y” in case of social sciences only).
ii. Name of the two foreign evaluators with their e-mail and official addresses who evaluated the thesis as per approval of the University/Institute. This Information is required from the controller of examinations of degree awarding University/Institute
iii. His/her name should be included in the HEC Ph.D Directory. Click here for PhD Directory.
c. For applicants who were registered as Ph.D students w.e.f 01.06.2005 onwards.
i. Copy of transcript (30 credit hours) showing details of course work.
ii. Copy of the title page of research article published in HEC approved “X” category journal (“Y” in case of social sciences only).
iii. Name of the two foreign evaluators with their e-mail and official addresses who evaluated the thesis as per approval of the University/Institute. This Information is required from the controller of examinations of degree awarding University/Institute

2.4 Indirect Attestation of Local Degrees/transcripts Through Courier Services (OCS only for Local)
After attestation from HEC, Islamabad, OCS courier services would be responsible for the returned of documents back to the applicants at their specified/given addresses with in a period of one week on following rates.
a. Islamabad @ Rs=155 + GST (for one student attestation) excluding HEC attestation fee as mentioned at 2.2 (a & b).
b. Rest in Pakistan @ Rs=240 + GST (for one student attestation) excluding HEC attestation fee as mentioned at 2.2 (a & b).
2.5 Indirect Attestation of Local Degrees/Transcripts For International Applicants Through Courier Services (Gerry’s, Islamabad)
This facility is only be provided through Gerry’s Islamabad for the international customers who required to get their documents attested from HEC, Islamabad from anywhere in the world and company after attention would be responsible for returning these documents back to the customers anywhere in the world.
Applicant will forward his/her documents as mentioned above (2.1) to Gerry’s, Islamabad along with a bank draft (in Pak rupee only) amounting to Rs=2200/- and another bank draft amounting to Rs. mentioned in 2.2 (a & b) as HEC attestation fee both in favor of Gerry’s, International, (Pvt.) Ltd, Islamabad.

EQUIVALENCE DEGREES/DIPLOMAS/ CERTIFICATES
Equivalence means to determine the status of a degree/diploma obtained from any foreign chartered University/Institution as comparable to a corresponding degree/diploma obtained from any chartered Pakistani educational Institution/University.
This equivalence determines the level of education of an applicant with reference to National Educational System of Pakistan and enables him/her to pursue higher studies and enjoy equal rights & privileges as admissible to any Pakistani having degree from any chartered University/Institution of Pakistan.
2. Following steps has been taken to ensure the genuineness/ authenticity of the foreign degrees/diplomas.
a. To determine the status of degrees held from foreign chartered/accredited university/Degree awarding institutions, the Commission consults the following international directories:-
i. Accredited Institutions of Postsecondary Education- published by American Council on Higher Education.
ii. World List of Universities- published by the UNESCO.
iii. International Hand Book of Universities.
iv. Commonwealth Universities.
v. The Europa World of Learning.
vi. World of Learning.
vii. World Guide to Higher Education, Comparative Survey of Systems, Degrees and Qualifications.
b. In case, University/Institution is not enlisted amongst the list of chartered Universities/Institutions of any country, the Commission consults the concerned Embassies/High Commissions in Pakistan.
c. The Commission also gets assistance from official websites of National Bodies of the concerned countries to determine the status of university/institution and its offshore campuses.
2.1 Principal Criteria for Granting Equivalence
The recognition/ equivalence of the degrees, diplomas and certificates awarded by the accredited/chartered foreign universities is granted in light of general decision of Equivalence Committee of erstwhile UGC/HEC on 20.3.1986.
The decision is “Degrees/Diplomas Certificates awarded by accredited Universities may be treated in general as equivalent to corresponding degrees/ diplomas/ certificates from Pakistan.”
3. HOW TO GET EQUIVALENCE OF FOREIGN DEGREES/DIPLOMAS
Applications for the Higher Education Commission (HEC) may be addressed to the Director General (A&A), Higher Education Commission, Sector H-9, Islamabad, (Tel: No. + 92-(051) 90400917, 90400913, 90400912, Fax: +92 (051) 90400902.
a. The application should be made on the prescribed form E-01 for general and professional degrees.
b. The application should be made on form E-02 for Deeni Sanad.
c. Applications for equivalence in respect of Secondary School and Higher Secondary School Certificates are dealt with by the Inter-Board Committee of Chairmen (Address: Federal Board of Intermediate Education (FBISE), H-8/4, Islamabad (www.ibcc.edu.pk ).
3.1 Equivalence Steps for Walk in applicants
a. Fill out online application form available at http://des.hec.gov.pk
b. Attach a set of photocopies of all the documents as mentioned in the form at Clause-IV (Documents required).
c. Present all the original certificates/degrees along with its transcripts/diploma supplement from Matric onward to the highest degree.
d. Documentary proof of completion of study abroad supported by passport, visa, entry/exit for study period.
e. Equivalence fee Rs.5000/- (Non-refundable) per degree/diploma.
f. At equivalence site of HEC, Islamabad, HBL representative is available for deposition of equivalence fee at Window 1.
3.2 Equivalence through HEC Regional Centers
The applicants may also submit their applications through regional centers of HEC located at:

3.3 Requirement for Final Equivalence Letter
As per policy, before getting final equivalence letter, the applicant needs to have an e-mail sent directly from his/her university/ institution to the HEC at “sasim@hec.gov.pk” confirming genuineness of degree/diploma. The confirmation can also be sent through sealed envelope/fax directly to the HEC, Islamabad, addressing DG (A&A).
3.4 FEE FOR EQUIVALENCE
The Higher Education Commission has prescribed the following rates of fee on equivalence certificates. The amount of fee may be deposited in cash with the Finance Division of the HEC, Islamabad or through bank draft/pay order in favour of DG-Finance, Higher Education Commission, Islamabad.

4. HOW TO GET EQUIVALENCE OF DEENI SANAD-SHAHADATUL ALMIYA FIL ULOOMAL ARABIA WAL ISLAMIA
As per decision of the equivalence committee of erstwhile UGC, only “Deeni Sanad- Shahadatul Almiya Fil Uloomal Arabia Wal Islamia” awarded by the following 5 recognized Wafaq, Tanzeem, Rabit-ul-Madaris and 5 individual Madaris as equivalent to M.A. Arabic/Islamic studies for the purpose of teaching Arabic and Islamic studies in Colleges and Universities and for purpose of pursuing higher studies in these two fields. (Five located in Lahore, Two in Faisalabad, and one each in Sargodha, Multan & Karachi Districts)
The holder of this sand needs to pass/qualify two additional elective subjects other than Arabic and Islamic Studies along with two compulsory subjects of Pakistan Studies and Islamic studies at the B.A. level from any chartered University of Pakistan as pre-requisite for getting employment in fields other than teaching. Provisional equivalence letters are normally issued within one to two days.

5. APPROVED MODE OF STUDY FOR DEENI ASNAD--SHAHADATUL ALMIYA FIL ULOOMAL ARABIA WAL ISLAMIA
For recognition, the Sanad holders are required to have passed following courses before award of “Shahadatul Almiya Fil Uloomal Arabia Wal Islamia”.
a. Middle School Certificate --------------- 8-years of study (Entrance requirement of Sanvia Ama)
b. Shahadatul Saniva Aama -------------- 2-year of study.
c. Shahadatul Saniva Khasa -------------- 2-year of study.
d. Shahadatul Alia -------------- 2-year of study.
e. Shahadatul Almiya -------------- 2-year of study.
Total 16-year of study
The Shahadatul Saniva Aama & Khasa Asnads are equivalent to Matric and intermediate with certain conditions by inter Board of Committee of Chairman (IBCC), located at Federal Board of Education, Building, H-8/4, Islamabad. The sanad ‘Shahadatul Alia’ awarded by religious institution is not recognized as equivalent to any academic degree. However, this is mandatory for admission into the final sanad “Shahadatul Almiya Fil Uloomal Arabia Wal Islamia”
6. Guidelines for Award of Equivalence Certificate to the ACCA Qualified Members

a. The Higher Education Commission has devised the guidelines to award equivalence certificate/letter to ACCA qualified members under the following terms and conditions:
b. HEC will only recognize the membership of ACCA, UK (Association of Chartered Certified Accountants (ACCA) UK (after completion of professional qualification and other requisites including training and required professional experience) for equivalency.
c. There will be no exemption awarded to the incomplete or part qualification of ACCA.
d. Initial admission in ACCA programme MUST be after having 12 years of education (Intermediate level, A-level or equivalence certificate from IBCC Pakistan) otherwise case will not be entertained.
6.1 Procedure for Application:

a. Applicant should apply on the HEC prescribed Equivalence form (E-01) available on the HEC website.(http://www.hec.gov.pk/InsideHEC/Divi...s/Default.aspx).
b. The holder of ACCA is required to provide and present the following documents (in original) along with their copies:
i. Certificate of ACCA membership.
ii. Level completion certificates/transcripts.
iii. Registration card/welcome letter.
iv. Intermediate level certificate/’A’ level certificate or Equivalency certificate from IBCC Pakistan.
v. Matriculation level certificate/’O’ level certificate or Equivalency certificate from IBCC Pakistan.
vi. All other supporting documents as mentioned on the equivalence form.
vii. The applicant has to pay requisite equivalency fee of Rs. 5000 (non-refundable).
