Default Punjab Board of Revenue VS EOBI

Salams, I need some assistance as I've been offered 17 scale jobs in EOBI and Punjab Board of revenue as a Assistant Director IT and Computer Programmer respectively. Both are Permanent after probation. Board of revenue job is Lahore based but in EOBI, I can be posted anywhere in Pakistan, which is a bit disturbing. At other side, I heard that promotion of Programmer in PBR is very slow.

I've less knowledge about provincial jobs. Can anyone please tell me what will be the difference in salary and allowances/benefits? does either provide residential facility? EOBI's facilities are as under:

"Officers shall be inducted in EOBI Pay scales no.7 (equivalent to BS 17). Liberal House Rent, Conveyance & Utility allowances, Transportation charges, and other fringe benefits like loans for House Building, House purchase, Motor car etc; facilities for Outdoor medical treatment, Laboratory tests, physicians & hospitalization for self and family are admissible. Compulsory Group Insurance, Provident Find and Pension shall be admissible to the officers."

Moreover please suggest me for which job should I go.

Thanks for reply. Can you please elaborate the factors why you would go for BOR. Did you considered job title/nature "Programmer". I think there is less job structure for such technical posts. It will be good if you address the points I'm concerned.
