Guidance needed for applying FPSC Lecturer post

I want to get guidance for submission of application under the heading: [U]Case [/U][U]No.F.4-3/2015-R (1/2015). TWO LECTURERS (BS-17).[/U] The link is:[url]http://www.fpsc.gov.pk/icms/admin/file/Advt_%20No_1-2015.pdf[/url]

I'm unable to understand the requirements mentioned in the advertisement. It states that one seat is on Open Merit. I have Punjab domicile. So, can I apply on the Open Merit?
Secondly, I've B.Ed and M.Ed degrees, equal to Masters degree in Education. So, can I apply for Education post, or, should the candidate have masters degree in Education alongwith M.Ed degree to be eligible for the said post?
