AJK PUBLIC SERVICE COMMISSION Examination: Competitive Examination for the posts of AC/ SO/ ASP (B-17)
Subject: English Précis, composition and letter writing

Time allowed: 3 hours Maximum Marks: 100
NOTE: Please attempt all questions.
1. Make a précis of the following passage and give it a suitable title:
"Since the partition of the Indian subcontinent into India and Pakistan in 1947, the Kashmir dispute has been an intractable one between them. They fought three wars over it in 1948, 1965, and 1999, but have not been able to resolve it. They were required to accede to either of the two states on the basis of the geographical location and wishes of their people. The state of Jammu and Kashmir should have acceded to Pakistan because of its Muslim majority population and geographical location, but Mahraja Hari Singh signed the `Instrument of Accession' with India. Eventually, Indian forces intervened and captured the state of Jammu and Kashmir. From that day Kashmir dispute has been the core issue between both Pakistan and India, which also has kept the security of entire South Asia at stake because of their extensive nuclear capability. The United Nations Security Council had tried to resolve the dispute by declaring that the accession of Jammu and Kashmir to India or Pakistan should be decided through the democratic method by holding a free and fair plebiscite; but India had rejected any mediation which opposed its claim regarding Kashmir. The failure of diplomacy to resolve the Kashmir issue attracted international and regional attention to it. After 1965, determined efforts were made by USA, UK and Soviet Union to resolve this issue, but India didn't show flexibility and, eventually, Indian involvement in East Pakistan led to her separation in 1970-71. It is necessary for international community to realize that peace and stability in South Asia can only be guaranteed if Kashmir dispute should be resolved. The best solution of the Kashmir dispute could be the right of self-determination which should be given to Kashmiris in order to give them the right to decide to whom they want to accede."

2. Read the following passage and answer the questions given at the end:-
"You seemed at first to take no notice of your school-fellows, or rather to set yourself against them because they were strangers to you. They knew as little of you as you did of them; so that this would have been the reason for their keeping aloof from you as well, which you would have felt as a hardship. Learn never to conceive a prejudice against others because you know nothing of them. It is bad reasoning and makes enemies of half the world. This will disarm their hostility sooner than pique or resentment or complaint. 1 thought you were disposed to criticize the dress of some of the boys as not so good as your own. Never despise any one for anything that one cannot help — least of all for one's poverty. I would wish you to keep up appearance yourself as a defence against the idle sneers of the world, but I would not have you value yourself upon them. I hope you will neither be the dupe nor victim of vulgar prejudices. Instead of saying above "Never despise any one for anything that one cannot help", I might have said "Never despise any one at all" --- for contempt implies a triumph over and pleasure in the ill of another. It means that you are glad; and congratulate yourself on their failings or misfortunes. You have hitherto been a spoiled child and have been used to have your own way a good deal, both in the house and among your play-fellows, with whom you were very fond of being a leader: but you have a good nature and good sense, and will get the better of this in time. You have now got among other boys who are your equals or bigger and stronger than yourself; and who have something else to attend to besides humoring your whims and fancies; and you feel this as a repulse or piece of injustice. But the first lesson to learn is that there are other people in the world besides you. The more airs of childish self-importance you give yourself, you will only expose yourself to be the more thwarted and laughed at. True equality is the only true morality or wisdom. Remember always that you are but one among others and you can hardly mistake your place in society. In your father's house, you might do as you pleased; in the world you would find competitors at every turn. You are not born a king's son to destroy or dictate to millions; you can only expect to share their fate, or settle your differences amicably with them. You already find it so at school, and I wish you to be reconciled to your situation as soon and with as little pain as you can.

3. Write a letter to Chairman Housing Authority complaining about the missing amenities like water, sewerage, electricity, gas and street light in your residential area and request him to provide these facilities at the earliest.
