Brother now the in this modern world system has Changed, it was a time when civilian employees considers as 2nd graded citizen, now they work together and believe me in intelligence field civilians have done wonders...
If you talk about the facilities they got .. yes they can always use officer mess, medical etc but for tgat you need to be a permanent civilian employee .. otherwise on contract you will just get salary thats all.

there is medical facility and other facilities for contract employees as well.. Except Pension.

Contract employees get medical for their self only... not for the parrents,children and wife...
Othet facilities means they dont have gsp funds, and other funds as well... they dont get vouchers etc they dont get any thing from csd stores as permanent civilian employees can get the car on installments... there are alot of things which contract ones are not eligible for
