Post Mini Number Relexation

Hello,

I have my Metric with 72% Marks, also i have done D.A.E Civil Engineering 72% but my Bs.c Computer Science number is 50% which is 5% low to apply in PMA Short course please help me or guide me that how i get 5% number relaxation and also my father is retired as P.A Steno E.N.C GHQ please help me how i can make my self eligible to apply my self in PMA Short Course.
