Default

Normally ISSB chances are 2 but in some special cases of higher studies which means M-Phil or above may get some relaxation in third chance.

These days 16 years qualification does not includes in higher studies not even MS. Bust yes Phd is higher studies.

But the best answers lies in the advertisement which normally mention that whether 3rd time ISSB is allowed or not.
