if selected in this short commission of Pak Army, can we apply for CSS in the within the time period of 7 years, to which this commission is proposed ?

I was twice rejected by issb after inter, and after graduation i was rejected by selection board for icto, means i didnt appear in issb. So am I eligible as i havent appeared in issb 3rd time?
