FPSC does not upload second merit lists as a practice. If some candidate(s) from the first recommendation does/do not join the post then the department writes to FPSC requesting recommendation of those next in merit from the respective quota. It is only then that FPSC issues alternate recommendation. Some departments even do not request the Commission in this regard and prefer to include such posts as remain vacant in the next recruitment process.
