Does the 'General Relaxation' mean that anyone upto the age of 33 who fulfills the other eligibility criteria can apply? (I am 29 years of age right now).

Yes! 5 years general age relaxation applies to all. Anyone up-to the age of 33 can/should apply.

Wks... I don't suggest joining any academy for one paper of MCQs...

Prepare from all the sources and books i have mentioned... That would suffice in securing 90+ marks...once you manage to cross 90 in the paper, luck factor would come into play, and your success would depend entirely on cut off merit and available vacancies... Keep it in mind that there are candidates who secure 95 and above makrs in such papers

you are eligible for the post of AD FIA.
General age relaxation of 5 years is given to all the candidates.
Hence, you are at liberty to apply or not for this post.
