I think this is first time. They are going to take manual exams as they do for 18th scale

wait for 2 to 3 months for descriptive test.
i think these paper were leaked instead of cancelling of these papers fpsc made a trick, all candidates who papered in exam almost passed.

For now, No one can tell you exact syllabus unless fpsc itself announce it on website...
But most probably, there will be a 100 marks English paper comprising of essay, precis, comprehension, idioms, narration and corrections et al.

exactly no one actually knows.
but i think the descriptive test be like 50 marks simple english grammer or 50 English essay.

AD FIA Result
 

It seems Fpsc has changed its policy. Every candidate who secured atleast 25% marks in the objective test is shortlisted.
More than 25 k aspirants will take the descriptive exam. Fpsc will again collect fee for the said test.
